Why does the main PDF link go to Google Books when there is no free PDF download there?

Here's an example:

That page links to a PDF at:

http://books.google.co.uk/books?id=7Q8HAAAAQAAJ&;oe=UTF-8&redir_esc=y

This book was published in 1881 and the author was a boy in 1829. So early versions of it are certainly out of copyright.

However the PDF link hidden away in the All Files: HTTPS menu on archive.org is to a version hosted on your site and which was scanned by Google.

I'm just curious to know what's going on: why the main PDF link on archive.org goes to somewhere that only offers pay-for versions and why Google Books doesn't host and make available for free the book which the public library allowed them to scan?

Just go into all files --> https and upload the PDF. I do not like that link to Google, I guess that was part of their agreement to allow their files to be placed in the Archive.

In this case click on Preview (on Google Books) it takes you to a full viewing and free download. I've heard they remove public domain books from the catalog if there is a commercial version available but can't confirm (and seems contradicted in this case).

(now that I did the preview thing, the Google catalog is now showing the book as a free download, so it seems to learn dynamically - unless it's specific to my account)

In fact, as soon as the main link links to a Google book, I can't download it anymore. Even if it's in the public domain.

Take the New YOrk Edition of Henry James' novels: it's almost complete on archive.org (almost, unfortunately...)

Even more unfortunately, some titles are Google only.
E.g. volume 11 and 17.

I cannot (from Europe) seem to download these. The pdf link takes me to a Google books page with some generic info where it says "no ebook available".

Can something be done about this?
And are there any plans (that anyone knows of) to scan the missing volumes of this important edition?

use the "All files:HTTPS" link on the item details page and download using the pdf link there.

For a cleaner copy of the same scan, go here: http://solo.bodleian.ox.ac.uk
To view available books, use drop down at right end of search bar and select 'Online Resources'. Then select ' Physical Items' The scans are lighter if you're printing a copy.
They also have scans not available elsewhere.
